Operation not to weaken struggle, says BNP chief

QUETTA, April 2: Balochistan National Party Chairman Akhtar Mengal has said the Baloch people will continue to struggle till the recognition of their right of ownership of the resources of the province. Speaking at a public meeting organised by his party at Mannan Chowk here on Sunday, he said the military operation or arrests of political workers would neither weaken the struggle for national rights nor force them to compromise the principle of sovereignty.

Thousands of BNP workers from different parts of Balochistan had earlier gathered in the suburban area of Sariab from where they marched to the venue of the meeting.

“The Baloch people, and not President Musharraf, have the right to take decisions about development projects in the province,” Mr Mengal said.

He said that the struggle was not aimed at securing privileges for three Sardars, as was being alleged by the government, but for liberating the Baloch people.

He said the country had become a prison for the Baloch people and the way out of the prison was paved with trials and tribulations. Therefore, the masses had to be prepared for sacrifices and an organised struggle to achieve victory, he added.

Saying the development projects were not for the sons of soil, he asked if the development of Gwadar was in the interest of the Baloch people, why had the people observed a shutter-down in the town during a recent visit by President Musharraf.

National Party chief Dr Abdul Hayee Baloch, JWP leader Amanullah Kanrani, PMAP secretary-general Akram Shah, PPP leader Nawab Aslam Raisani and Awami National Party leader Arbab Zahir Kasi also addressed the meeting.

RESOLUTIONS: A resolution, adopted at the meeting, appealed to the United Nations, European Union and international human rights organisations to take notice of the military operation, human rights and usurpation of resources in Balochistan.

The resolution said the Baloch people would not abide by agreements signed with foreign countries about the resources and Gwadar port as the accords were made without the consent of the Baloch leadership.

And dozens of rifles – from antique colonial pieces to the 75mm recoilless variety.

He stops before a pile of twisted shrapnel.

“This scrap was used to fire on my fort from all directions,” he says grimly.

These are weapons seized from the tribal town of Dera Bugti, the latest site of a largely unseen war in Balochistan in south-western Pakistan.

At stake, says the colonel, are the government’s plans to develop the country’s biggest and poorest province.

Mountain hideout

Deserted market stalls and ruptured mud brick walls speak silently of fierce fighting in recent months. Most of the people have fled after pitched battles between tribesmen and state security forces.

The military is declaring victory. Dera Bugti’s powerful tribal leader Nawab Akbar Bugti has retreated to a mountain hideout from where he directs a guerrilla war.

“This used to be known as the White House,” chuckles Col Furqan as he wanders through the abandoned fort of his adversary.

“We weren’t allowed to come near this place because Akbar Bugti controlled everything on this side of town.”

Once a government ally, Mr Bugti now claims to be a nationalist struggling for Baloch rights. Balochistan’s governor Owais Ahmed Ghani says he is standing in the way of progress.

“There are two or three tribal chiefs who are trying to protect their political turf,” he says. “They basically belong to the older feudal tribal system.

“They still want to have total control of the people. They have prevented development and education in their area.”

The government says residents are returning. A trickle of people can be seen drifting past tea shops in the centre of Dera Bugti. But most of the classrooms in the local school hold only a handful of students.

‘Systematic focus’

Akbar Bugti is “not completely finished”, concedes Col Furqan. “The day he’s completely neutralised, 100% of the population will be back.”

Just down the road in Sui lie what many believe is the real cause of the fighting – Pakistan’s largest gas fields.

The authorities say they are determined to crush any insurgency

Balochistan has great natural wealth. And the Baloch people have long accused the central government of taking most of it, neglecting the province.

“That first 50 years of Pakistan yes, Balochistan didn’t get the fair amount of attention,” admits Governor Ghani. “But since the new policy [under the current government] there’s been a systematic focus on Balochistan.”

In the desert around Dera Bugti workers are replacing an electricity network destroyed by the tribal rebels. But there are much grander plans.

The government is pumping millions of dollars into the province. The idea is to turn Balochistan into a regional economic and energy hub, a land corridor between South-East and Central Asia.

It is also building military garrisons to secure the investments. These will bring development to the people, says Abdul Samad Lasi, administrator of Dera Bugti district.

“In this district there is no socio-economic infrastructure, people are still marching towards tribal antiquity,” he says. “The construction of the cantonment will provide people a safe atmosphere, hospital facilities and a social order will come out.”

But many Baloch resent the growing presence of the armed forces, seen as imposing Islamabad’s agenda. Central domination has triggered violent uprisings in the past.

“The government has a colonial approach,” says Kachkol Ali, leader of the opposition in the provincial assembly. “It doesn’t need the people of Balochistan, it just wants the resources.

“But the Baloch people want to control their natural wealth. This is a national struggle. The tribal leaders are nationalists, and the Baloch people support them.”

That support is increasing.

In Nushki, far to the west of Dera Bugti, a rally is being held by the Balochistan National Party, one of several nationalist parties protesting against Islamabad’s rule.

The crowd includes not only tribesmen but shopkeepers, school teachers and students – Balochistan’s educated middle class.

They believe the new development projects have been set up to marginalise them, and the garrisons to suppress them.

They sympathise with the tribal revolt, and say without the redress of Baloch grievances, it should be read as a warning.

“We want more autonomy,” says Akhtar Mengal, head of the party. “But if the government treats us like it treats those who’ve taken up arms, we’ll have no choice but to join them and fight for independence.”

The government understands its ambitious plans for Balochistan would be scuppered by a guerrilla war. It appears determined to crush the rebels by force, as in Dera Bugti.

But with each military action the voice of Baloch nationalism grows louder, says ex-Minister Taher Mohammed Khan.

“The Baloch nationalist movement cannot be killed by killing tribal leaders or some of their loyalists,” he says. The movement “has devolved to the people and people have taken charge of it”.

QUETTA, Nov 28: The Balochistan National Party (Mengal) organized a rally on Monday to protest against arrests of political workers and to demand that the government should stop harassing activists of political parties. BNP-M vice president Sajid Tareen and information secretary Senator Sana Baloch led the rally and addressed the protesters in the front of press club.

Speakers said that the chief justice of the Balochistan High Court has also taken notice of a police raid on the premises of the court and asked the authorities concerned to submit a report.

They said that not only Aslam Guagrani and Master Saeed were arrested illegally from the court premises, but hundreds of other nationalists were behind bars.

The BNP leaders said that the government had adopted a two-pronged strategy that is to create panic by arresting political activists and at the same time preparing for a military operation in Dera Bugti.

They said that the people of Balochistan would not give up the struggle for their rights.

They claimed that protest meetings and demonstrations were also organized in other parts of the province.

The struggle for rights and justice has always been long and full of sacrifices but it brings new dawn and victory.I know Baluch and Sindhi people have suffered alot in this federation.They are NOT conqured lands or people but they join this fedeartion of Pakistan with better hope and sense of participation but the dream was hijaked by power mongerer establishment of Punjab lead establishment.I salute your leadership and people of Baluchistan for stuggling bravely for just cause and last vitory be yours inshAllah.

    You as nation has suffered alot and dawn of harmonu,welfare and justice is about to arrive on you door steps,just believe in your cause,keep discipline in your ranks and keep faith in your leadership.Sooner or later you will attain your goals.We Sindhi support your struggle and are with you.

    Dare to raise your voice for the inevitable socio-political change in Pakistan, to empower the Pakistani , the country belongs to.

    Since the creation of Pakistan the Pakistani people are left at distant from the corridor of power so that the ruling elite can do what they wanted to do in favour of their interest, leaving the Pakistani people at the mercy of circumstances. As this policy is denial of right of Pakistani people to rule their country according to their aspiration and desire to built this country, which can provide equal opportunity to all without any discrimination for the establishment of welfare society. Only the society base on tolerance, equality and justice can be the real guarantee for the prosperous and strong Pakistan there for your intention is invited to the crucial movement which could be the point of distraction or disaster.

    We have already lost the major part of Pakistan in 1971 simply to save the centralised sole power to exploit this country by the ruling elite they let the country break in part then allowing the masses to rule this country democratically. In the present circumstances we are again dragging our sovereignty at stake for the external interest in the name of national interest, instead of our interest i.e. the interest of Pakistani people at large. Mr.Musharaf is not a problem nor the restoration of chief justice will make any difference but it is the prevailing socio-political system victimizing the people of oppressed nationality(where in transparency and accountability can not be established) responsible for all this mess need to be change for prosperity of Pakistani otherwise exploitation and injustice will continue to exist in one form or the other. Pakistani are deprived from their right to rule this country since last 60 years.

    The only way out of these crucial circumstances is to empower the common Pakistani at grass route level i.e. the change of system. This change is inevitable for the prosperous Pakistan .As a citizen of this country I have try to provide an alternate socio-political system to empower the masses at grass route level for rapid industrial and agriculture development with transparency and accountability in the system. Along with basic guarantees for the creation of welfare state, where in public representative and institution shall be answerable and accountable to the masses.

  18. I don’t have a clear understanding of your (Balochis) situation within Pakistan. But if you are fighting for you independence, you need to internationalize the issue, get more international media coverage, then cut-off Pakistani government agencies and declare independence. The key is to cut-off/marginalize government agencies and this requires complete participation from all Balochis. Military attacks can only highlight the issue but it never serves any more purpose, you can never fight and win against govt. military. Take the case of Kashmir, militants think they can gain its independence by fighting Indian army, that will never happen. In case of a militant struggle, no other country will support you militarily.

  20. Dear Friends of the largest Minority Group, Christian people in Pakistan:

    Please take a note of two recent tragic news items published on the website of the Pakistan Christian Post. The first one happened on February 17, 2009 in the Town of Sangla Hill. It is the same town where Christian Schools and Churches along with a residence/hostel of girls boarding School were burnt down by the home grown Terrorists and Muslim Extremists. Because of the leniency in the punishments by the government that time, the same group has struck again by raping a thirteen (13) year old Christian girl after abducting her on a gun point.

    The second news item on the same website refers to an incident happened on February 19, 2009 in the city of Sargodha. In this case police was chasing two suspects for drugs who hid in a home owned by a Christian widow. As per the news item the raid happened on February 9, 2009 when the house was not occupied by any of the householders as they were gone to attend the funeral of a relative. Not only that the police damaged the property while planting drugs in their house, they also stole owners jewelry and cash around Rupees 20,000.00 ($283.00) almost one years income of the whole family the news items indicates. A protest against the actions of the police was held and was confronted by the police force where they not only beat up the peaceful but also arrested few of them and locked them behind bars.

    It was interesting to know that neither the government nor the employed Minster of Minority Shahbaz Bhatti came out and condemned the abusers, the police. It appears that the both parties didn’t consider it a serious enough matter and failed to shed any light on it. No charges were laid against the culprits, which happened to be members of the police in the latter event. It was expected from the Minister of Minority not only to condemn the actions of the Muslim extremists but also visit the poor and helpless communities of the Christian minority in the Town of Sangala Hill and city of Sargodha and announce some kind of reconciliation measures and compensate the losses in some cases.

    Why he failed to do that boggles our mind and minds of those who care about the victims. May be the reason was that the aggressors happened to be home grown Terrorists and Extremists as well as the Sargodha Police Force whose job is to serve and protect the citizens of Pakistan. We encourage every members of the Pakistan Christian minority, past and present, abroad and still in the vicinity of Pakistan to write the government of Pakistan including their members of parliament of their home countries.

    Government of Pakistan and employed Minister of Minority:

    Further to my brief comments it is with great sadness that the PPP government has failed to comment on the two incidents to date. While presenting the bill in 1971 in the National Assembly the Interior Minister, Mulana Qusir Niazi said and I quote, “takeover their institutions and let them die their own death”. The dead Prime Minister, Z. A. Bhutto then nationalized all the Christian Schools, Colleges and Hospitals to offset the loss of East Pakistan in 1971 which was his fault. He then addressed the nation of the remaining Pakistan, the Muslim Extremists and said and I quote, “I have taken the symbol of Christianity (The Cross) from the face of this land, Pakistan.” We paid a heavy price for the mistakes of PPP which has failed to protect us from the Muslim Extremists for all these years. I strongly believe that the government wants the largest minority, the Christian Minority to dissipate from the face of that country. If not, we would demand the following:

     The government of Pakistan should abolish the blasphemy law;
     Call back the bill from Swat to practice Shria Law immediately;
     Introduce a bill to have the Christians practice double voting right in the national and provincial election and reserve percentage of Senate seats for Christians;
     Restore rights for the minorities as stated in the Constitution of 1948;
     Return rest of the Christian owned and operated Schools, Colleges and Hospitals back to with expenses paid for at least for two years as cost of occupation; and
     Introduce new legislation to protect minorities from home grown Extremists and strict penalties including death penalties for the abusers of minorities.
    Option for the Government of Pakistan:

    If the government has difficulty in complying with the demands stated above then it has the following option of separate piece of land as stated in the document below which has further rational and logic built in it in addition to the demands stated above:

    As you may know that the Govt. of Pakistan has failed to protect the Christian community of 15 to 20 million from the mass 150 million Muslims. The Christian community has been terrorized, harassed, tortured, humiliated, spited on, raped and persecuted for years. You may be able to read all that in “Pakistan Christian Post”. While in there, you can click on the website of “Pakistan Christian Congress” to read more about it. The time has come when the community has requested that they be given separate piece of land by dividing the province of Blochistan into East Blochistan for Blochies and “West Blochistan” for minorities. There is room for both, believe you me as stated below.

    Pakistan covers 803,950.Sq.km of land. The latest count puts the population at 177 million (2008 estimate) as below:

    -Balochistan – the largest province – covers 44% of PAKISTAN’s
    Land mass (353,738. Sq.km) with population of only 10 million (2008 estimate);

    -Punjab – the 2nd largest province – covers 25% of Pakistan ’s the land mass
    (205,344.sq.km) with population of around 110 million (2008 estimate);

    It is the Punjab where most of my people reside. It will be difficult for Pakistan to give even one inch of land.

    What I suggest is that Pakistan gave us 176,000.Sq.km from Balochistan to form our own Province which will be part of Pakistan with the head being a Governor, appointed by the government of Pakistan and it will be called West Blochistan. Since it is mostly underdeveloped, it makes economic sense to give half of it to those people who know how to develop economy and we will be self supporters and will not even ask for large share as the other provinces. This newly formed province will shine within few years from it existence and will have:

     Iran in the West;
     Afghanistan in the North;
     Pakistan in the East; and
     Arabian Sea in the South.

    The border will be drawn from Bahawal Khan in the north to Saida Khan
    In the south. Please check Pakistan’s map for details.

    Here is how it should start:

     All members of the Christian people of Pakistan, along with any other minority members who want to move in there;
     Government of Pakistan will, under the current system, appoint a Governor;
     A Premier will be designated until the elections are held and he will announce his cabinet with the approval of the Governor;
     Pakistan will furnish the initial expenses along with all the internal community including the members of the Christian people abroad;
     This province will have its own Police force to keep order and law; and
     IMF and World bank will finance the province for major projects.

    The Province will be responsible for collecting its own taxes and will pass on the share of the Federal government to it every year.

    I hope you will understand my point and get few of your colleagues to
    support our cause – and an honest one.

    I am glad you asked me questions which I would try to answer as below:

    – Remember the partition of 1947 – that was for a separate country – in here we are talking about dividing the largest Province into two – West and East Blochistan – easy to manage and economical – requires developing;

    – Government of Pakistan will buy of the properties of Christian people leaving Punjab and other Provinces;

    – Government will arrange the movement of people and provide money to built – money will be borrowed from the World Bank and IMF by the Province of West Blochistan;

    – Blochise and Pushtun will be welcomed to stay where they are but if wish to move to East Blochistan, government would facilitate their needs along with Province of East Blochistan;

    – Since it would be initiative of Federal Government, Bloch and Pushtun wouldn’t have problem;

    – West Blochistan will have its own tax system and will pay the Federal Government its share;

    – Since Punjab is over populated, this move will create some relief for it;

    – It will enable the Federal Government to manage people better who are otherwise always creating problems; and of course

    – It will provide the Christian nation freedom from day in day out persecution they face otherwise at the hands of Extremists and the corrupt system and Police.

  31. I think on the direction of India, Akhtar Mengal is replacing Bugti tribe in Balochistan. Innocent people of Baluchistan must think that so called lords remain in the government for years but never tried to develop Balochistan because of obvious reasons; (1) never interested in education of Balochistan (2) Baloch lords need slaves only (3) Baloch lords use to send their kids in foreign educational institutions or other renowned schools or colleges of the country (4) Baloch lords involved in smuggling instead promoting local trades(5) Baloch lords didn’t develop communication infrastructure just to keep the areas remote(6) Baloch lords are involved in abduction and killing of the innocent people (7) playing in Hindus hands.

    BNP should sit in opposition instead of boycatting the assembly. Keep on raising yur voice against rigging. Strong Opposition always has chance of winning th enext elections. Balochistan assembly does not have a tradition of a strong opposition. You can give the federal and provincial govt tough time and force them to take right decisions. Now focus on your MNAs and MPAs performance, by-polls, local govt elections and ofcourse 2018 elections.
